YEAR AND A DAY RULE ON MURDER

That this House welcomes the Home Affairs Select Committee's and the Law Commission's reports calling for the abolition of the year and a day rule on murder; expresses its concern at the Government's delay in scrapping an outdated law that merely serves to protect the guilty; and believes that the time has come to put the rights of the victims of crime first by introducing immediate legislative proposals for change.
