SERB CIVIC COUNCIL

That this House notes the announcement by Justice Richard Goldstone, head of the United Nations War Crimes Tribunal for the former Yugoslavia, that his office is now investigating the responsibility of Radovan Karadzic, leader of the Bosnian Serbs in Pale, and Ratko Mladic, commander of their army, for `genocide, murder, rape, torture and the forced removal of many thousands of civilians from large parts of Bosnia a nd Herzegovina'; welcomes the formation of the multi-party Serb Civic Council to represent the 150,000 Serbs who still remain in territory controlled by the Bosnian Government and who reject the ethnic fascism of the Pale leadership; acknowledges that only a minority of the pre-war Bosnian Serb population still lives in territories controlled by Karadzic, most having fled elsewhere; and calls upon the international community to include in all future peace negotiations members of the Serb Civic Council as representatives of the Bosnian Serb community who support a multi-ethnic Bosnia.
