NEWS OF THE WORLD AND PUPPY FARMS

That this House congratulates the News of the World for drawing public attention to the continuing existence of so-called puppy farms; believes that the activities of those who make money from overbreeding bitches are both obscene and immoral; and calls upon Her Majesty's Government to introduce legislation to drive out the spivs who run these breeding farms by incorporating RSPCA guidelines into law, introducing effective enforcement measures and requiring all breeders to be licensed and registered with the Kennel Club.
