HILL LIVESTOCK COMPENSATORY ALLOWANCE 1994/95

That this House congratulates the National Farmers' Union for the way it has made its case for restoring hill livestock compensatory allowance to 1992 levels and particularly for its lobby on 17th November; notes that on 30th November 1993 the previous Minister for Agriculture justified cuts in hill livestock compensatory allowances on the grounds that hill farmers' incomes had increased, and that her predecessor used the same justification in his announcement on 17th November 1992; further notes that even in 1992-93 more than 30 per cent. of full-time hill and upland farmers had an annual farm income of less than ??5,000 and that higher costs and lower market returns mean hill farmers' incomes have now fallen substantially; believes that hill farmers already have to struggle to make a living, provide vital employment in rural areas and act as stewards of the countryside; and therefore calls on the Government to restore the hill livestock compensatory allowance fully to its 1992 level.
