BRAER COMPENSATION CLAIMS AND THE IOPC FUND
That this House notes with dismay the recent decision of the Executive Committee of the International Oil Pollution Compensation Fund to oppose, in court, compensation claims for continuing the future loss of earnings resulting from the grounding of the oil tanker 'Braer' on Shetland in January 1993, thereby precluding the possibility of claims being settled by lump sum payments, without recourse to litigation; expresses concern that the stubborn refusal of the IOPC Fund's Executive to negotiate full settlement of claims will bring increasing hardship to a number of claimants as well as undermining the principle that the polluter should pay.
