WELFARE OF DOGS

That this House believes that new measures are needed to improve the welfare of dogs; notes that in 1993-94 over 84,000 dogs were recorded as strays in the United Kingdom and 13,237 of these were put to sleep; believes that more steps could be taken to encourage responsible dog ownership and supports the call be the RSPCA and other animal welfare organisations for permanent identification and registration of dogs by microchipping; notes with concern the poor welfare standards at some puppy farms where conditions are overcrowded and bitches are overbred; believes that the existence of over 40 pieces of legislation relating to dogs often causes confusion over responsibilities; and urges the Government to consider introducing a Bill to consolidate all legislation relating to dogs.
