UN RAPID DEPLOYMENT FORCE
That this House notes the failure of United Nations peacekeeping forces to be deployed with sufficient swiftness to de-escalate conflict in Bosnia and in Rwanda; notes that the cost of the relief effort after the Rwandan conflict was $522 million, a figure vastly higher that the $115 million Secretary-General Boutros Boutros Ghali asked for to boost peacekeeping in Rwanda prior to the genocidal conflict that took place there in April, May and June of 1994; and urges the United Kingdom Government to give serious consideration to the creation of a small standing rapid deployment force for the United Nations, as envisaged by the Commission for Global Goverance and the Foreign Ministers of Canada, Denmark and Holland.
