Fossil Fuel Levy Regulations

That this House views with concern the following extract from Schedule 2 of the Fossil Fuel Levy Regulations 1990:- (see page 2435, Notices of Motions: 15th March 1990); and wonders whether the average citizen or the school leaver who has followed the national curriculum or those honourable Members who voted for the privatisation of the electricity industry are able to comprehend these arrangements.

leave out from 'House' to end and add 'notes with surprise the difficulty which some honourable Members have had in comprehending the various formulae appearing in schedule 2 and 3 to the Fossil Fuel Levy Regulations 1990, bearing in mind that the main formula contains only 3 terms, one of which (in the case the first levy rate) is zero, and produces by straightforward calculation a levy rate of 10.6% in the first year'
