That this House Welcomes recommendation 1 of the 72 recommendations of the Waterhouse Inquiry that 'an Independent Children's Commissioner for Wales should be appointed'; recognises that this would be a service for all children in Wales; regards it as essential that such a post is also established in England; and calls upon the Government to bring forward the necessary legislation without delay.
