PRESIDENT PUTIN AND KYOTO
That this House congratulates President Putin on ratifying the Kyoto Protocol and thereby enabling it to come into force; calls on Her Majesty's Government to ensure that the EU offers its closest co-operation with Russia in technology exchange and emissions trading; and calls upon the Prime Minister to continue to press the US Administration to accept its responsibilities for carbon dioxide emissions and to engage with the international community in fighting climate change.
