RUSSIAN DUMA AND THE NUCLEAR PROLIFERATION TREATY
That this House congratulates the Russian Duma on passing legislation approving Russia's signature to the Kyoto Protocol; and respectfully requests that the Duma reviews its progress in the process of ratifying the additional Protocol to the Nuclear Non-proliferation Treaty, which has been waiting for approval for the last two years.
