FLOOD PREVENTION
That this House notes around five million people, in two million properties, live in flood-risk areas in England and Wales; is concerned that predicted climate changes will result in 20 per cent. additional winter rainfall in some areas; recognises the need for a holistic approach to reduce greenhouse gas emissions, improve flood defences and provide support to affected communities; and further notes the need to devolve power over flood defences as near as possible to the communities affected.
