PROSECUTION FOR WAR CRIMES IN IRAQ

That this House recalls that Western values are embodied in democracy, the rule of law and respect for human rights; further recalls that these values are given effect by United Kingdom adherence to the European Convention of Fundamental Rights; notes that Article 2 - providing for protection of the right to life by law, and Article 3 - providing freedom from torture are non-derogable rights, even in time of war; consequently believes that there should be no immunity from prosecution for war crimes for any member of coalition forces in Iraq or individuals employed by them; urges the Government to support the independent investigation of all allegations of unlawful killings, torture, inhuman and degrading treatment; insists on the full co-operation of United Kingdom authorities with investigators and demands the full force of the law be used to prosecute perpetrators and those found to be responsible at all levels of the chain of command; and urges the Government to convey these views forcefully to the President of the United States and other coalition partners.
