OCCUPYING FORCES IN IRAQ

That this House believes that the mandate given to the Coalition Provisional Authority under United Nations Resolution 1511 will expire on 30th June when the responsibility for governing Iraq is transferred to the Iraqi people; is concerned with recent events in Falluja where reports suggest that more than 700 Iraqis have been killed over the last month including many women and children; notes that Britain, unlike the United States, is subject to the strictures of the International Criminal Court and could face prosecution if drawn into actions similar to those carried out by United States troops in Falluja and Najaf; further notes that troops from Spain, Honduras and the Dominican Republic have withdrawn from Iraq and that Australian troops could also leave if the opposition party wins the next general election; calls on the Government to give honourable members of this House the opportunity to debate and to vote before any more British troops are committed to serve in Iraq or are drawn to serve in areas not currently under British Armed Forces command; demands that a further United Nations resolution is established before handover authorising a multinational command structure answerable to the United Nations Security Council rather than an occupying force; and further demands that the British Government ensures the White House does not renege on previous commitment to transfer full sovereignty to the Iraqi people on 30th June.
