TREATMENT OF IRAQI PRISONERS
That this House registers its grave concern at the allegations of mistreatment of Iraqi civilians by United States and United Kingdom forces; reaffirms its belief that the highest standards of international humanitarian and human rights law should be applied by occupying forces in Iraq; and calls on the United States and United Kingdom governments to establish an independent commission to investigate alleged human rights violations by Coalition forces personnel as a matter of urgency.
