SPEECH THERAPY
That this House recognises that the Court of Appeal ruling in R. v Lancashire County Council ex parte CM 1989 means that local education authorities have a duty to fund speech therapy for children who need help to enable them to communicate fully; and calls upon the Government to ensure that local education authorities fulfil their legal obligation in this matter.
