DRINK DRIVING (NO.3)

That this House recognises that drink driving has fallen further, faster and more consistently in Britain than elsewhere; believes that available evidence does not support the belief that mass random testing would be helpful; calculates that at least 50 times as many tests would be needed to detect the numbers of illegal drink drivers caught under existing law; and supports practical methods to improve deterrence and detection such as greater use of targeted testing, suspension of the licence to drive on failing or refusing the evidential test, and inquiry by police and courts as to the drinking locations and companions of the illegal driver.

leave out from 'recognises' to end and add 'there has been a significant and welcome reduction in alcohol-related road accidents in Britain in the last 10 years; believes that simple comparisons of international rates of progress should be used with caution because of many confounding factors; further believes that the present annual toll of 800 deaths is both unacceptable and unnecessary; considers that effective deterrence is best achieved by highly visible random breath testing at special roadside check points; and believes that this additional power would complement existing procedures in Britain which are aimed principally at detection.'.
