SOVIET PEACE PROPOSALS
That this House welcomes the Soviet peace proposals which provide for an Iraqi withdrawal from Kuwait; believes that they embody the aspirations of an overwhelming body of opinion in Britain and worldwide; and calls for a complete halt to the planned land attack to allow them to be explored and implemented by the United Nations Security Council.
