LOCAL CARBON BUDGETS
That this House welcomes the Secretary of State for Communities and Local Government's announcement on 28 January 2010 of Local Carbon Framework pilots with local authorities in nine areas; recognises that local authority action is crucial to meet national targets; notes that many councils, including some of the largest in the country, have adopted targets of at least a 40 per cent. cut in carbon dioxide emissions in their area by 2020; and urges Ministers to build on the Local Carbon Framework pilots by introducing Local Carbon Budgets for all local authorities placing a cap on dioxide emissions within the local area in line with scientific evidence of action needed.
