The Gulf Crisis

That this House, whilst totally condemning the invasion of Kuwait by Iraq as a clear act of aggression, contrary to international law and the United Nations Charter, whilst fully supporting the economic sanctions imposed against Iraq by the United Nations Security Council and the Resolution authorising the arrangements for enforcing these sanctions, and whilst firmly believing that a peaceful settlement of this, and other, disputes in the Middle East is both possible and necessary, and that the United Nations Secretary General should be authorised to explore the possibilities urgently with a view to summoning a peace conference covering all the outstanding issue in the area, calls upon Her Majesty's Government to make a clear and unequivocal statement that it will not commit British forces to offensive military operations against Iraq that have not been explicitly authorised by a Resolution passed by the Security Council, and under the provisions of the United Nations Charter, which deal with the use of force by the United Nations and under its military command; and declines to support the Government in the absence of such a clear and unequivocal statement.
