RIGHT TO VOTE

That this House recognises in a democracy the need for special procedures to enable housebound people and those in care to be able to cast a vote easily at elections times; therefore welcomes the recent guidance to electoral registration officers that they should use social services departments to trawl for absent voters and to approach directly residential and nursing care homes; believes the most effective method of assisting housebound people to exercise their right to vote is a national publicity campaign; therefore calls upon the Home Office to fund a national newspaper campaign in the same way that they plan for short term applications once the date of the general election is announced so as to overcome the special disadvantages faced by housebound people given the short time available for last minute applications; and requests that publication of the electoral register in February 1992 be accompanied by such advertising so that the maximum numbers can take advantage of the right to vote.
