HOME ENERGY EFFICIENCY SCHEME

That this House is aware of the additional financial pressure on poorer families as a result of the imposition of value-added tax on domestic fuel; recognises the social, environmental and economic benefits of work carried out under the home energy efficiency scheme; can see no justification for the requirement that claimants of the grant are obliged to make a contribution to the cost of this work out of their barely adequate incomes; and calls upon the Department of the Environment to resolve this problem by abolishing the client contribution element of the scheme, making the grant payable at a rate of 100 per cent. as is already the case for energy efficiency work done under the minor works grant.
