INDEPENDENT LIVING FUND AND TERMINALLY ILL PEOPLE
That this House is deeply concerned about the decision of the Trustees of the Independent Living (1993) Fund to exclude people with terminal illnesses from payments from the Fund, thereby denying many people the choice of spending the last months of their life at home; notes that the decision affects all applications to the Fund, including those already received and processed; regrets that a number of people who submitted applications between 1st April and 15th June when the decision was announced will have their hopes dashed; and calls upon the Secretary of State for Social Security to increase the amount allocated to this Fund immediately in order that the Trustees can restore eligibility to the terminally ill and also avoid further restrictions on eligibility to the Fund from individuals who wish to continue to live independently in the community.

- leave out from 'dashed' to end and add 'considers that, at this early stage in the operation of the fund, it is premature for the Trustees to conclude that the resources they have will be insufficient to support all eligible applicants; regrets that their decision did not take account of research commissioned by the predecessor Independent Living Fund; calls upon the Trustees to restore eligibility to the terminally ill and others whose conditions are not stable; and asks the Trustees to take no more such hasty and ill-based decisions, but to establish rationally what resources they need to enable them to support the severely disabled people whom the fund should benefit.'.
