DISABILITY LIVING ALLOWANCE IN CHESHIRE

That this House notes with grave concern the decision by Cheshire County Council to charge disabled people up to ??5 per day for attendance at day care centres, and condemns the authority for including disability living allowance in the disposable income calculation which means that some disabled people have to spend 55 per cent. of their real disposable income for the right to attend day care centres in Cheshire, which represents a huge financial barrier to work experience and training which they are rightfully entitled to; further recognises that the disability living allowance is a benefit aimed at enabling disabled people to live full and active lives and contains a mobility component to cover additional transport costs and an attendance allowance of 25 pence per hour to pay for their care needs; believes that disability living allowance should not be taken into account when calculating charges for local government services; therefore calls upon Cheshire County Council to abandon their charges on disabled people attending day care centres; and congratulates the Cheshire Carers Association on its lobby of Parliament for drawing attention to this issue.
