That this House notes the action which Her Majesty's Government has taken together with the governments of France and the United States to enforce a no-fly zone over Iraq, which did not at the time have the authority or sanction of the United Nations Security Council; and contrasts this with the unwillingness of Her Majesty's Government to take action to enforce the United Nations authorised no-fly zone over Bosnia-Herzegovina.
