BCCI AND THE ARMS TRADE WITH IRAQ
That this House notes that Appendix 8 of Lord Justice Bingham's Report into the supervision of the Bank of Credit and Commerce International, which deals with the intelligence agencies, has been withheld from Parliament; calls upon the Chancellor to publish those parts of the Report which disclose the extent to which BCCI accounts were used to fund and facilitate arms sales to Iraq and the knowledge of the Bank of England, United Kingdom intelligence agencies and Ministers that BCCI accounts were used for this purpose; believes that the House has a right to know if the Government knew, or ought to have known, that the Bank of England and the United Kingdom intelligence agencies were aware of the use of BCCI accounts and that United Kingdom intelligence agencies actively promoted or assisted in this trade; and calls upon the Chancellor and the Prime Minister to make a full statement to the House.
