Chlorine Bleaching of Paper Products

That this House expresses its concern about the environmental dangers of chlorine bleaching of paper products, particularly the release of dioxin and other toxic chemicals; notes that the report of the Swedish National Chemical Inspectorate to the Swedish Government, dated 22nd July 1989, stated that they had not yet found any paper products where chlorine bleaching is necessary; further notes that the Inspectorate suggested a plan for phasing out chlorine-bleached products where there is no reason for such products; welcomes the recent recommendation from independent consultants to the European Commission that harmful emissions from the paper and pulp industry to the water supply should be substantially reduced; further welcomes the introduction of the Pulp and Paper Products (Restriction) Bill which restricts the import and sale of chlorine-bleached paper products within the United Kingdom; and urges consumers to buy chlorine-free paper products where they are available.
