Early day motion tabled by primary sponsor Terry Lewis (Labour), on Wednesday, 27 June 1990, in the House of Commons. It is signed by 39 members in total.
The Prime Minister and Avoidance of Debate
That this House, being aware that the Prime Minister, having achieved the status of the least active Prime Minister in the House for the last 120 years, is, nonetheless, affronted that the Right honourable Lady has failed to speak in any Commons debate, save for replies to the Gracious Speech, for over four years, has not made a speech in the Chamber of any kind since the reply to the Gracious Speech in the Autumn of 1989 and has, in the same period, continued to eschew attendance at public gatherings except on foreign soil; considers this high degree of insulation from critical scrutiny, organised by her public relations advisers, to be anti-democratic; and draws attention to this being the clearest indication yet of the lack of confidence in her leadership within the Conservative Party growing to match that of the public at large.

- Leave out from 'House' to end and add 'notes that the Prime Minister has achieved the status of the most renowned international leader in the West through her own efforts and ability; notes further that she answers oral Parliamentary Questions twice a week, a level of critical Parliamentary scrutiny far beyond that experienced by any other leader of a major democratic country; but does not consider that pointing out that no Prime Minister since Lloyd George has been readier to mix it with her political opponents in rough Parliamentary street-fighting automatically qualifies the honourable Member for Rutland and Melton for the most undistinguished order of the brown nose.'.
