LABOUR'S CO-OPERATION STRATEGY

That this House notes with interest that the only Front Bench speech in support of the Leader of the House's privilege motion on 1st February came from the honourable Member for Hamilton; deplores Labour's subsequent vote with the Government to give powers to the Committee Chairman to prevent honourable Members protesting about the presence of Tory honourable Members from English constituencies on the Standing Committee on the Local Government etc. (Scotland) Bill; and calls on Labour to explain why they have now adopted a new strategy of co-operation with the Government.

leave out from 'House' to end and add 'remembers that 11 SNP honourable Members voted with Mrs Thatcher's Tory Opposition on 28th March 1979 to bring down the last Labour Government, an act of betrayal which led directly to the repeal of the Scotland Act and the loss of an historic opportunity to establish a Scottish Parliament; further recalls that the three SNP honourable Members tried to save the Tories in a crucial vote on the Maastricht Bill on 8th March 1993; regrets the fact that the SNP's latest stunt may help the Government to stifle debate on its proposals to gerrymander Scottish local Government and to take Scotland's water industry out of local democratic control; recognises that Scotland has suffered enough from bad local government legislation, such as the poll tax; and calls on all honourable Members to address the subject of democracy in Scotland seriously.'.

leave out from 'Hamilton' to end and add 'and further notes that the incident in the Scottish Standing Committee was of little political importance in itself and not worth wasting the time of the House with more urgent business pending and that the speech of the honourable Member for Hamilton effectively destroyed the case advanced by the honourable Member for Banff and Buchan.'.
