CORRUPTION IN THE NATIONAL HEALTH SERVICE

That this House condemns the conduct of Mr Mike Sykes, who when employed as Executive Director Operations at Oxford RHA wrote secretly in October 1993 to NHS trust chief executives promoting the work of Unilabs (ULL), a Swiss company seeking to privatise the running of the NHS pathology services; notes that just two months later he left the NHS to become Unilabs SA Managing Director; is appalled that a public servant should first use his position as a senior NHS manager to further privatisation of the NHS and then benefit personally from his confidential efforts; sees this as yet another blatant example of the lowering of standards in public service and demands an immediate investigation by the Secretary of State for Health and the Thames Valley Police into the prima facie case of corruption and sharp practice involving Mr Sykes and others; and demands that in the meantime all negotiations between ULL and North Hertfordshire NHS Trust should be abandoned forthwith.
