Which of the following five basic criteria of legitimacy for the authorisation by the United Nations Security Council of the use of military force, as spelt out in detail by the High Level Panel on Threats, Challenges and Change, they endorse: (a) seriousness of threat; (b) proper purpose; (c) last resort; (d) proportional means; and (e) balance of consequences.
