To ask the Secretary of State for Transport, what conditions his Department has set on the £1 billion offered to West Midlands local authorities for new transport schemes.

Mrs. Spelman: To ask the Secretary of State for Transport what conditions his Department has set on the £1 billion offered to West Midlands local authorities for new transport schemes. [224734] Charlotte Atkins: My colleague the Minister of State for Transport (Tony McNulty) wrote to the West Midlands Regional Assembly on 9 July 2003 setting out the Secretary of State's response to the West Midlands Area Multi-Modal Study. In that letter, the full text of which is available at http://www.go-wm.gov.uk/ MultiModal/mms/wm, he set out the terms under which the Secretary of State would be prepared to consider making available up to £1 billion of capital funding for the West Midlands conurbation.
