Question: To ask the Secretary of State for Northern Ireland, on what date waste licensing powers will be transferred from local authorities to the Environment and Heritage Service.

Answer: David Burnside: To ask the Secretary of State for Northern Ireland on what date waste licensing powers will be transferred from local authorities to the Environment and Heritage Service. [221615] Angela Smith: The Waste Management Licensing Regulations (Northern Ireland) 2003 came into force on 19 December 2003. The introduction of the regulations transferred responsibility for waste regulation from the district councils to the Department of the Environment (specifically the Environment and Heritage Service). The Waste and Contaminated Land (1997) Commencement No.7 Order (Northern Ireland) 2003 came into operation on 27 November 2003. This Order repealed the waste licensing powers of the district councils.
