What plans are there to ensure that there is a statutory duty upon local authorities to assess needs of disabled people before discharge from long term treatment in hospital & that such a duty extend to people with physical or sensory disabilities as well as people with mental illness or mental handicap. - Incls ref to guidance to health & local authorities LAC(89)7 & HC(89)5 in Library.
