Disability Living Allowance

- My Lords, my noble friend said that the DLA is intended to meet the extra costs of disability, irrespective of income. It is not a form of income support. Does he therefore agree that any attempt to means test the DLA would run counter to the whole basis of the benefit?

Yes, my Lords. My noble friend is right that the DLA is a non-contributory, non-income-related, tax-free benefit and we have no plans to change that.
