My Lords, before I start, I ought to wish the noble Lord a happy birthday. I am sure the House will wish to do the same. In July 2004, the Prime Minister asked Sir Patrick Brown to undertake a review of the business appointment rules. Sir Patrick Brown’s report was published on 20 December. In publishing the report, the Government have asked the Public Administration Committee for its views on Sir Patrick’s recommendations as part of its inquiry into the role and independence of the ethical regulation of government, which includes the business appointments processes.
