What guidance is issued on criteria which should govern instructions issued to police officers in uniform who stop vehicles at random for purpose of investigating whether drivers have alcohol in their bodies in excess of prescribed limits, where such vehicles have not been involved in traffic offences or accidents. - Incls ref to 163 c131W.
