- My Lords, although mothers naturally have an instinct for looking after their children from a very early age, do fathers not have the ultimate responsibility of financial care? Should not fathers be reminded of that at a very early stage?

Yes, my Lords, I agree that fathers should be reminded at a very early stage that they have financial responsibility for their children. The noble Lord is absolutely right. In 21st-century Britain, mothers also have a great deal of financial responsibility for their children. We are trying in every way to ensure that fathers take that responsibility early and seriously.
