What assessment has DTI made of circumstances in which decision-making involving public safety could be compromised because of lack of openness to scrutiny by public or scientific community or by commercial secrecy of computer codes which may be involved in that decision-making & whether DTI has identified any occasions on which decision-making involving public safety has been compromised because of lack of such openness. - Inc ref to 159 c401-2W & 159 c358W.
