- To estimate no of households excused from paying rates in current financial year because of insufficient income & no who paid a reduced rate for same reason; how many in each case were estimated as liable to pay more & how many less under the poll tax in identical circumstances; & how many who were not eligible for a reduction in rates on income grounds, will be eligible for a reduction under the poll tax
