People Trafficking

Question
Whether they have given consideration to the 26th Report of the Joint Committee for Human Rights (HL Paper 245, Session 2005–06) regarding the treatment of victims of trafficking and the implementation of recovery and reflection periods; and, if so, what steps they intend to take to implement the recommendations in this report.
Answer

We have given careful consideration to the report from the Joint Committee on Human Rights and the 44 recommendations and conclusions within it. The provision of a recovery and reflection period for victims of human trafficking is central to the Council of Europe Convention on Action against Trafficking in Human Beings, which we signed on23 March. We are in the process of identifying the best way of implementing the convention, including the articles which relate to recovery and reflection periods. We have established a project team to take forward this work and will look to draw on the expertise from non-governmental organisations and other stakeholders.
