To ask the Secretary of State for Foreign and Commonwealth Affairs (1) pursuant to the written ministerial statement of 18 February 2008, Official Report, columns 1-2WS, on the Freedom of Information Act (John Williams' document) who authorised Mr Williams to produce the document;

[holding answer 17 March 2008]: John Williams produced his draft on his own initiative over the weekend of 7 and 8 September 2002. We have no record of to whom it was delivered or circulated.
