Whether any restrictions have been applied to joining of 1968 nuclear non-proliferation treaty by states known to have exploded nuclear device & deployed nuclear weapons prior to 1968, known to have exploded nuclear device but not deployed nuclear weapons since 1969 & thought by UN to possess nuclear weapon capability since 1969, but not deployed. - No
