To ask the Secretary of State for Transport, pursuant to the Chancellor of the Exchequer's Statement of 24th November 2008, Official Report, columns 489-521, on the Pre-Budget Report, whether the 200 trains announced are additional to or included in (a) the Intercity Express Programme, (b) the Thameslink Programme and (c) the 1,300 extra carriages referred to in his Department's Rail White Paper of 3rd July 2007.
