Local Government Finance

Question: To ask the Secretary of State for Communities and Local Government pursuant to the answer of 30 March 2009, Official Report, columns 976-7W, on local government finance, how many local authorities have submitted bids to the Homes and Communities Agency for a social housing grant.

Answer: None. The Homes and Communities Agency will shortly be inviting local authorities to bid for a share of the £100 million of new funding we have just announced in the Budget for local authorities to deliver social housing.As my previous answer stated, in January 2009 we consulted on changes to the revenue and capital financing rules that would enable local authorities to apply for new specified properties to be excluded from the Housing Revenue Account subsidy system and thereby keep the full rental income from such properties and the full capital receipt should the property be in future sold (especially under the Right to Buy over which the local authority would have no control). This would provide greater freedom and flexibility for local authorities to build new properties using their own resources. Consultation closed on 17 April.
