Roads: Safety

Question: To ask the Minister of State, Department for Transport whether his Department considers signalled junctions with pedestrian facilities that do not meet the 2005 Department for Transport safety guidelines to be unsafe.

Answer: The Department for Transport (DfT) issues good practice guidance to local highway authorities on pedestrian facilities at signal-controlled junctions, which is contained in Traffic Advisory Leaflet 5/05. The document is on the internet at the following address:"http://www.dft.gov.uk/pgr/roads/tpm/tal/signsandsignals/pedestrianfacilities/"and has been placed in the Libraries of the House.The relevant highway authority is responsible for the design, implementation and any subsequent monitoring of new crossings—including the consideration of safety issues. It is for them to decide if it is appropriate to follow DfT guidelines, depending on the circumstances of each case.
