Education: Young Offender Institutions

- To ask the Secretary of State for Children, Schools and Families what resources per head were allocated to (a) the young offender institution estate and (b) Reading Young Offender Institution for the education of prisoners in each of the last five years.

The following table shows the calculated 'spend on education per bed place' in Young Offender Institutions (YOIs) by the Learning and Skills Council (LSC) for each academic year, for which statistics are available. This includes learning delivered through the Offenders' Learning and Skills Service (OLASS) to young people aged 15-17 in Prison Service Young Offender Institutions in England. The figures do not include spend on learning delivered outside of the scope of LSC funded provision which is not collected centrally; neither does it include funding for young adults aged 18-20 in YOIs, as this information is not easily disaggregated (it would require information to be requested and compiled by each LSC region). The average spend per place has been calculated using the figures for the number of 'beds' commissioned in the Prison Service juvenile YOI secure estate as at the end of March in each of the relevant years.

Education for those aged 18 and over in young adult custody is not compulsory and therefore allocations are not calculated on a 'per head' basis. These figures do not include spend on learning outside of the scope of LSC funded provision. Those figures are not collected centrally.
