- (2) whether he plans to bring forward proposals for the United Kingdom to withdraw from the European Convention on Human Rights.

The Government will make a statement to Parliament on the terms of reference of the Commission on a Bill of Rights in due course. The Government have however made clear that any Bill of Rights must incorporate and build on all our obligations under the European convention on human rights and ensure that these rights continue to be enshrined in UK law.
