- To ask Her Majesty’s Government, further to the Written Answer by Lord McNally on 20 June (WA 279), whether qualifying Commonwealth citizens given leave to enter the United Kingdom will on taking up residence in a particular constituency continue to be immediately eligible under the Representation of the People Act 1983 to register to vote in parliamentary elections.

Yes, subject to an electoral registration officer's determination as to whether they meet the residence requirements for electoral registration. In addition, they must meet the age requirement and not be subject to any legal incapacity to vote.
