- To ask Her Majesty’s Government what human rights undertakings would a country be required to make to join the Commonwealth.
- Answer

A country that expressed an interest in joining the Commonwealth would be assessed against the membership criteria set out in the Harare Declaration of 1991. These include commitment to protection of human rights, freedom of expression and equal opportunity.
